One of the hallmarks of a J.E. FOSTER BUILDING COMPANY project is personal service and contact. Regardless of the size or scope of your project, it will start with a member of our executive staff who will be your single source to provide estimating and project management throughout your entire construction process. Skill, Integrity and Responsibility – we strive to achieve those traits with every project.

President and founder Josh Foster takes a personal interest in every project, a philosophy shared by each member of the executive team.

J.E. FOSTER BUILDING COMPANY was established in 1997 as an S Corporation in the State of Missouri. We operate out of a 10,000sf facility located in Green Park, MO and have heated warehouse capabilities. We also have a 10,000sf facility in Kansas City, MO that supports the work in the western part of the State. In the fall of 2023, we will add a 15,500sf facility also in Green Park, MO to support the added growth and expansion needs in the St. Louis Area. As a Union General Contractor, we employ 40 to 50 tradesmen and self perform small concrete, rough/finish carpentry and general laborer duties. We are fully insured and bondable ($25 million single project, $50 million aggregate). We have been a member of the AGC of St. Louis since 1998 and have been awarded the General Contractor of the Year by the Midwest Council of the ASA six times in nine years.

Meet the Team

Office Staff

Joshua E. Foster

President

Josh was born and raised in Bedford, New Hampshire. He graduated from the University of Miami in 1988 with a BS in Architectural Engineering. After college, he worked as a Project Engineer for a New Hampshire GC and then a national heavy industrial GC. In 1993, Josh joined St. Louis-based GC McCarthy as a Superintendent and Project Manager at Washington University. He started J.E. Foster Building Company in August of 1997.

Over the past 20+ years, Josh has grown J.E. Foster from a one-person operation to a powerful mid-size company that’s well-known and respected throughout St. Louis and the Midwest. Josh's goal has never been to be the largest GC but to always strive to be the best. He enjoys being close to the work and is personally familiar with every project that J.E. Foster completes. Josh was awarded the Best GC Employee by the Midwest Council of the ASA in 2007. He served a two-year term on the AGC of St. Louis’ Board of Directors from 2011-2012. Josh lives in Kirkwood, MO and is married with two children. Outside of work, he enjoys his family, skiing, and golfing.

Ryan Moss

Executive Vice President

Ryan has lived and worked in the St. Louis and Midwest area his entire career. He graduated from Washington University in St. Louis in 2001 with a BS in Civil Engineering and a BS in Business Administration. With over 22 years of commercial construction experience, he has served in numerous roles ranging from Laborer, Project Engineer, Superintendent, Project Manager, Project Executive and in his current role of Executive Vice President. He’s completed a wide range of project scopes and sizes that range from $50K to over $750M.

In 2022, Ryan made the career move to join the J.E. Foster team as their Executive Vice President to support their overall strategic planning. With his experience he brings top level leadership and solutions to enhance the Mid-size Builder with a Small-Company mentality for all their clients.

Ryan lives in Eureka, MO and is married with three children. When he’s not working, he enjoys spending time with his family, being outdoors, and playing golf.

Mark Hrdlicka

Vice President

Mark has lived and worked in the St. Louis area his entire career. He started out working for his father’s carpentry subcontracting company in 1981. By age 20, he was working for a local GC, bidding and managing his own projects. Mark joined J.E. Foster in 2004. He was looking for a young General Contracting business where he could have an impact on the company and its direction.

Mark prides himself on being able to see all perspectives of a construction project. He has experience bidding and managing many different types of projects—including schools, churches, retail, tenant finish, airports, and commercial swimming pools. Mark lives in Columbia, IL and is married with four daughters.
